Too many manuals are written as if they were a public promotional piece. They are not. Instead, Corporate Identity Manuals are and should remain internal documents of coherent graphic policy. The policies explained in them must be clear, especially to non-designers.

For large companies Identity Manuals can be over a hundred pages long, but even a bare bones manual would be one or two dozen pages. Such a document is absolutely essential for the long-term success of any identity program. Here is a useful manual with only sixteen pages.
